Forest Fire Protection?

I've been told their has been a restriction or dirt biking in trails right now, due to the fact that the trails are bone dry. I don't know why they would ban bikes for this reason. Does anyone know?

Bikes without spark arrestors can make sparks, sparks in a bone dry bush is like lighting gasoline with a match and that is why most parks require you to have spark arrestors
