when doing a bottom and top end rebuild do you have to take the cams out first I am having a bike rebuilt and it was almost done bottom end was finished only thing I was waiting on was the valves to get seated from a shop I was supposed to be picking my bike up this weekend . now there is a issue with my head the exhaust cam is scorched it has wiggle play and my intake cam is froze when torched to spec I'm not familiar with rebuilds and how they work but I'm concerned with maybe he tried to start the bike after the rebuild but did something wrong and it caused these problems my main question is should he have noticed this problem with cam and caps from the beginning of the build and not 3 days before I'm supposed to pick up my bike.

If the cam was damaged when you brought it in it would be difficult not to notice it when you disassemble the engine. The cams have to come out before you can pull the top end or the bottom end apart.
