What is it? it has a monoshock is this a 78MX?

I think that is a '75 model MX250B.

Looks like it is very low hours and in great shape overall.

yep its a 1975 the plastics and seat are mint the tank is warn like it shows Can you run this in vintage or do you have to run it in evo?

That depends on the venue/district/organization/etc. I've seen a few different criteria. Check the club you want to run in. AHRMA has a website that has all the rules. In Michigan the D14 vintage series they start at 1974 and older for Ironman and 1981 and older for EVO. So, in this state, with aircooled engine and drum brakes it would be EVO.
