engine mods=leaner jetting????????

i thought more air = more power? it seams, when pipes or reeds or other mods are made, generally we are told to lean the jetting some. if that is true, then that modification just decreased the aiflow of the engine which decreased the power. most bikes are too rich from the factory anyway, so why not sell a part, tell us to lean the jetting a little and of course we will notice it running better, and think it was the part when actually it was the jetting. i would think , if you put a part on that required richer jetting then that would be an increase in power. what do you all think?

sometimes a part can increase the velocity thru the carberator creating a stronger vacuum signal at the jets picking up more fuel.
sometimes a part can help create a more even mixture of the air /fuel or place it in the combustion chamber at a better time or position for a more efficient burn. Recquiring less fuel than was needed to make up for uneven lean spots during the combustion process.
