Right side engine cover wont brake free, need help

On my 04 kx 250 I'm trying to remove the right side engine cover to do a waterpump seal. I have removed everything the manual told me to, but the cover just wont come off. It brakes free everywhere accept around the water pump area where it seems to be caught on something. Am I missing something that needs to be disconnected?

Is the power valve actuator hanging up? You might have to turn the output shaft a little to get it to pull out. The impeller is off the water pump right?

Yup impeller and KIPS are off. by turn the output shaft do you mean the kick starter and turn the motor over?

You need to make 100% sure all of the bolts are out..
