1. Turn the fuel on.
2. Lay the bike WAY over on it's left side until fuel runs out of the carb overflow tubes.
3. Stand the bike back up.
4. Now try starting it with the choke on.
The bike is probably not getting enough gas through the choke circuit. The above is an old trick that works well with most 2-strokes.
