I am currently looking at a '96 250EXC. Anything I should be aware of in that year? How will it compare to my KDX200?

Thanks!

Prone to ignition problems, if the previous owner dealt with it then you should be good to go. The fork seems to contaminate the oil quickly and for me it blew through the travel too fast. MXTech modified the fork using a design similar to what the factory works suspension was and it was lightyears better. Sure it won't have PDS or a hydro clutch but it's EASY to install the latter. Overall I bet you'll be very happy if the bike is in decent shape. It will be quite a bit different than your KDX but different as in better not worse.
