32:1 vs 40:1

Hello,

I just purchased a 2001 RM 250 that has low hours on it. I have noticed splooge coming out of the silencer. I am going to repack the silencer. In order to stop the splooge is it better to change from 32:1 fuel:oil ratio to 40:1 or rejet the carburator. Right now the bike is completely stock. I plan on ridding the bike on MX tracks.
