360 exc running strange

Well I finally got the old girl running, and now its got an issue. When i take it through the gears or even rev it up in nuetral it doesnt want to wind back down to idle very fast -AT ALL. I've checked my throttle cable and the carb is clean. Any ideas?

idle screw (throttle stop) too deeply adjusted or mixture screw (pilot air screw) too lean?
