Where is the gas leaking from?
I am assuming since you do not say that the valves were within tolerances.

The backfiring may mean a lean condition and can be checked by backing the fuel screw out a 1/4 to 1/2 turn. Also is your air filter clean? These are the easiest and more common causes

If bike is backfiring on long straight a ways with the throttle wide open, it generally means the pilot jet is lean. I am assuming its cold where you are at, so going up 1 size in pilot jet could solve your problem. I get backfiring in cold weather <55C and I just go up 1 size in pilot and that solves the problem.
