CA. green/red sticker

I have a 97 RM250 with S/A which from what I have been told should be full green sticker. But the sticker I have is green with a red stripe through the date.  Can anybody explain this one?

  They change background colors (stripe) on the green sticker the same way they change tag colors for your car/truck plate. The 2000 green stickers had a red background. Red stickers are all red (maybe because they're red with a red background this year).<p align=right>05-31-2000 :Edited
