Cal-Hawk click type torque wrench?

Does anyone here have or have used a Cal-Hawk click type torque wrench? I found one on ebay for $23.00. It seems cheap, are they any good? It says it exceeds federal spec GGG-WOO686C. What does that mean? Or if anyone knows of a good click type torque wrench at a decent price let me know.

A GGG document is a Federal Specification that was approved by the Commissioner of the Federal Supply Service and is nothing more than a grading of torque wrenches by their specification. With out knowing the grade of this torque wrench means nothing. The catch phrase that means something is traceable to NIST at determined specification such as 5% or better of the full scale reading. I would suggest a trip to Sears or the Auto Parts store.

I ahve bought 3bpth of my click type torque wrenches from sears. One is a 3/8 drive for the small stuff anda 1/2 drive for the big stuff. Both have performed with out a problem.
