choke as throttle?

i have a 1988 honda xr80,just rebuilt the top end, cleand the carb, put new jets and floats in it.But when i went to start it it was idleing high, so i adjusted the carb settings as any one would, but it did not change a thing.but what i did notic is that when the choke lever is moved the idle changes so the choke is the throttle .So i was hoping that someone would be kind enought to help me out with this problem.

Your bike is the same age as you. Your choke should make the idle increase. Sounds like you need a service manual. You must not be turning the correct screw.
