I had a similar experience with an 89. I took the assembly out and cleaned it. After re-assembly, I put a loop of salfety wire around the plastic part to ensure the nubs would engage into the groove on the shaft. I worked well. Good Luck!
If it's the same as the 95, the rubber boot around the shaft is the part that keeps the post up, so once it gets worn or cracked the choke won't stay open.
Kawasaki won't sell just the boot, but I found some on ebay direct from Taiwan. Never got around to ordering some, but they looked right.
