Downshifting

So this may sound like a dumb question but I just bought a pit bike and any time I'm downshifting the back tire is locking up? I read that it's because I'm going to fast for the gear I'm trying to shift into but no matter how slow I'm going whenever I will downshift it locks up. Anyone got any tips for me?

Does it have an auto clutch?

No it doesn't but I figured it out that I just needed to blip the throttle a little bit when slowing down and it hasn't done it since

The only problem I'm having with the bike now is that I broke the rubber seal on my air filter so I'm trying to install a new one but I'm not 100% sure whAt the hose that is coming out of the air filter is for? I have a new foam air filter but can't connect the hose to it
