Drum Brakes Squeak

I have a Suzuki motor scooter with drum brakes that have always squeaked. I just replaced the brake shoes on the front and rear. When I changed them I took some fine sandpaper and smoothed out the drum. The rear brake now works fine, but the front still sqeaks worse than before.
Does anyone have any other ideas to stop the noise?
