European Flattrack?

I was once a big speedway fan following the sport pretty intensely. But that was some 25 plus years ago. Now I scan the internet and make discovery of Class C style flattrack throughout the UK and Euro. My question is, when did all this surface, what prompted it and has it proven a threat to speedway in terms of spectator/participant appeal?

The guys at Sideburn magazine seem to have been a big part of the ground swell of interest in Class C racing in Europe.
