Free Programs for Resizing Photos?

I've been using the standard stuff on my computer (Paint and Microsoft Photo Editor) for resizing digicam photos, but what else is out there? I saw Rich post about www.irfanview.com in one thread, anyone using anything that or else that they like? When I use Paint, and reduce the size, it looks great on the monitor UNTIL I save the modified file as a new .jpg, then it becomes distorted, losing some color clarity and focus/sharpness. If you save as a .bmp or .png it looks like it should, but the file sizes are still very large, although the pixel width/height is reduced. But saving as a .jpg in Paint and Photo Editor really screws up the photo. So - what is out there to reduce .jpg files and not lose the quality?

I use a handy little Windows XP Power Toy to resize my images.

Just right click the image and click on Resize Image.

Works great, especially if you have multiple images you need to resize.

Yeah, it would be nice if the links were a different color.. Would make it easier.
