You would have to remove the right side engine case and try to drive the shift shaft out. If the shifter moves but wont shift into gear you could possibly have rust on the shift drum. Especially if you use a pressure washer with heated water or the quarter car wash to clean your bike. This can cause condensation inside the engine and produce rust on gears, shafts, etc. Storing the bike without oil in the gearbox would only add to the problem.
