Spray some WD-40 or other lubricant on them and let it sit for 5-10 minutes. Then use a T wrench to get them loose. If you don't have a set of T wrenches, get some. They will make working on your bike a much more pleasant experience. Just be careful not to tighten bolts too tight.

I tried the wd-40 and have t-handles,still no luck. I have cut the radiator shroud off the tank, but the whole bolt and threaded insert are turning. apparently i tightened them too tight last time i put them on.(a couple years ago) Any more ideas??

yea, try bending the shroud out enough to get a screwdriver to wedge against the insert. If you use some good penetrating lube, this should work. Good luck.
