Honda CRF450 problem

I found this really nice 2003 Honda crf450. The guy selling it said that it has a lot of aftermarket parts on it. One was a hot cam, and he said that the cam decompressioner is broken. I really need to know what the heck that is, that way I can know what to expect if I buy this bike.

The cam decompress is an easy fix, but the question is why did it break. hopefully You can get the bolt out of it if the bolt broke or the decompressor itself, What's this guy wanting for the bike. and the decompressor does exactly what it sounds like it decompresses the engine so you can kick the beast.

He wants $1800 for it. I don't exactly know what happened but if the decompressioner is just broken and doesn't need to be on I know I could kick it. Do you think it would be like kicking a kx 500 when cold?
