You are correct, it lets in more air and leans out the mixture so you can start an engine that may be flooded.

I thought it was to get fresh cool air into the combustion chamber .


When riding the bike for a while and the engine is hot, i thought you open the hot start button and cycle in some fresh cool air then kick it over.


Its worked for me.

A hot four stroke needs a lean mix to start. The hot start creates an air "leak" so the engine will start. Basically a reverse choke.
