IT 175 carb issue

I have a 1983 Yamaha IT 175 that runs great but has gas running out the vent tube that comes out the bottom of the carb bowl. I cleaned it out good, floats are in right with dowels down, maybe need new needle and seat?

Floats are sticking... I've gotten to the point I just buy new when the old wears to much, saves ALOT of work/headache!!
The new carbs are only $100~ from the RENDON Crop.

I believe either the needle isn't seating well enough to stop flow into bowl or that the float height isn't set right.
