Kips Govenor Shaft Free Play?

If assembled correctly, should there be some amount of govenor shaft free play? I.e. the way mine was assembled, the return spring would not drive the valves back to closed. I can turn the gear by hand (ccw) to complete the closing but it seems to me that the spring should drive it closed. If I turn the govenor shaft until it just touches the side of the advance mechanism, the spring will then close the valves all the way. Question is, if free play is designed in will have the pin touching the advancer surface create wear? After reading many posts on this topic, it seems like most come from the factory one tooth off. The govenor shaft top gear has an L on one side and a indent mark on the right side. On my bike the L was what was timed with the white mark on the gear it meshes with. Thanks in advance for any additional light someone could shed. I can turn the entire system via the left side nut with ease as everything is clean again. MD
