If your bike has much time on it and the clutch hasn't recently been serviced it would certainly be a good starting point. When/if you rebuild it you'll want to install heavier clutch springs along with new plates. Other problems could cause a similar lack of power but given your explanation of he problem the clutch is a good place to start.
