There's a few things to check here. Check your reeds for wear/cracks, and if those are all good then move onto your jetting. It sounds like you might need to adjust your pilot jet size. I was having a similar issue and went down a step on my pilot, that cleaned it up.
Well, after I posted you edited your original post to add "no matter how I jet." Have you actually worked on the jetting or are you expecting the issue to be something else?
I have a 2003 220. It still has the stock jetting and reeds that it came with. It has always ran well throughout the power range. It has a desert pipe and a flywheel weight and still runs clean at sea level.

I had a set Boyesen 607 reeds in it but wasn't too impressed as after just a short time they didn't seal tight against the cage so I
put back in the stock reeds ( which I'd never run ) and it was much better except for this stutter.
