The State of California Department of Parks and Recreation and the Mendocino National Forest have maintained a successful partnership for over 20 years, providing funding assistance for the management of off-highway vehicle (OHV) recreation on National Forest lands through the California State OHV Cooperative Agreement Program. Current regulations mandated by the State of California require annual public participation in this fund allocation process. The purpose of the meeting is to share information and to receive public input specific to the Mendocino National Forest's 2004-2005 cooperative agreement application proposals. Forest representatives will also explain the OHV mapping and route designation process due to begin in March 2004. This process will identify all non-system roads and trails for future analysis to determine which routes to designate as open or closed for motorized travel. "We believe the Mendocino has one of the most progressive, environmentally sound OHV management programs in the nation, but we also know that no program can remain static," said Jack Horner, Mendocino National Forest Recreation Officer. "We will be soliciting public input on how we can improve on providing quality recreation opportunities while continuing to protect the environment." "At the meeting, draft applications will be available for review and we plan to display our soil and wildlife maps over-laid with our OHV trails system and monitoring points, and our current resource monitoring program," Horner said. "We also plan to present a short program emphasizing last year's accomplishments and describing what we plan on asking for in the 2004-2005 grant cycle. Copies of our draft proposals for the coming year will be available for the public to discuss with our staff." Although most of the meeting will be informal, the presentation will be given at 10:30 a.m. This will be followed by a general question and answer period, before breaking into informal one-on-one discussions between Forest staff and interested persons.
