New trails effectively banned on WA DNR land

On the last day of this Legislative session Senator Fraser and friends screwed with us again!

The following language directing the DNR was slid into the budget bill ESHB 2765:

"The department shall not plan for or construct new or expand facilities or trails for off-road vehicles for recreation on state land until after June 30, 2009, unless the project has already been funded, has been considered as part of landscape-level plan for recreation that has completed state environmental policy act (SEPA) review, which included public participation, and is the best alternative to protect environmental or trust resources and public safety from immediate risk."

This effectively bans all new trail or OHV facilities work on Washington state DNR managed land!

The whole thing is a pain, but this is the kicker:

" . . . . .and is the best alternative to protect environmental or trust resources and public safety from immediate risk."

The best alternative to accomplish this requirement would be to ban the sale or possession of OHV.

THATS A CROCK!! They just shut down some of our riding areas in Oklahoma but at least left the existing trails open.
