The following was sent out by the ASA:

Dear fellow Duners,

The US Forest Service is currently standardizing its national trail bridge
standard specification. We are doing this primarily for safety reasons.
However, I've been doing an informal survey of trail users to see if they
are satisfied with Forest Service trail bridges they have encountered.
Our primary question is at what height should a railing (if any) be placed
on a bridge to prevent a user from going over the edge (i.e. what height
would you prefer the railing at)?

Feel free to comment on anything else you consider important regarding
trail bridges.

Thanks
