I use good ole' fashion car wax on chrome pipes with good results. If it is particularly bad, I have even used a polishing compound (once again, automotive).
If the pipe is not a platinum. I have heard that the older versions of Mag wheel cleaner ( newer versions don't contain as high a alklyne content.) with a steel wool or scotch brite pad will do the trick. I haven't honestly used it myself. If that doesn't work I guess you could use oven cleaner, just don't leave on long enough to dry.
