I have a new pit bike and im powder coating the frame, there is a hole that the previous owner drilled in the frame. I am planning on filling this with JB weld (or similar "sets like steel" gum) however I need to know if powdercoating will stick to it. Any comments would be appreciated.

Nope,material must conduct electricity in order for the powder to adhere.

If you are going to go the extra mile and have the frame powder coated, get the hole welded. It won't cost that much.
