power valve stuck?

I am wondering how to tell if my power valves are stuck. I took the cover off the side and it's pretty gummy. Should anything be able to move around in there? Do I have to start the bike to see something move? Any help is appreciated!

Remove the gray plastic inspection cover from the lower right side of the cylinder, start the engine and rev it. The spool and rod should jut out at high rpm and rest in the cylinder at idle.
