question on FMF Ram Valve

I got this thing, and it is simple enough to put in, but...

There's this insert thing called a "flow enhancer," which will go in two different ways. The round-ish hole is a bit off center. My question is...is the hole that it will mate up to on the carb off center also?

Another question is that in one side of the hole, there's a step that's not very smooth like on the other side. Is this normal?
