Rear brakes howling

My rear brakes are howling as I let off the pedal and causing the wheel to lock up for a split second. They don't do it when I'm entering the corner, only as I let off. I have new pads, replaced the rear hanger pin and changed the fluid (motul 600c) with no results. My next move is to sand the disk and pads to remove any glazing. Any other Ideas? ;) 2001 CR250 with no previous problems with the brakes.

Have you checked the caliper slides are free and easy to move. They should be clean eg no dirt and have rubber grease in them.
