rear sag question from TEXKDX info

I have read texkdx's great explanation on how to check and adjust rear sag. Question: He says that after you adjust the rear sag, you will still have an out of balance condition. He says, " the rear spring rate will be higher than the front. To fix this, you can do one of two things:
1) replace the fork springs with stiffer springs
2) dial back in about 1/2" more race sag

Now: lets say I want to go the #2 route...and lets say, (as he also mentions, that the normal race sag/preload is 3.25-3.50"), does this mean that the preload should then be 3.75-4.00"?

I AM assuming that race sag and preload is the same...Right?
