When was the last time you had your shock serviced? As the oil in your shock ages it first becomes thin and loses it's abilty to lubricate. After a long period of time it becomes muddy as it fills with metal particles. This causes the oil to effectively thicken.

If it has been a long period of time it's most likely friction causing the problem.
