Rust in Pipe

I have not used my PC pipe for a while on my bike and noticed the other day when I wanted to put it on that there is quite a bit of rust on the inside! When I tipped it over some brown powder came out! What should I do before I use the pipe again? Is it safe to use the pipe with some rust in it and will it just blow out? Worried that some rust goes into cylinder for whatever reason...
