Showa axle retainer stud snapped

I was re-installing my forks last night after getting them re-built. I had the torque wrench set for mfgr's 7 ft lb spec. I proceeded to snap one of the axle retaining studs off and I siezed the threads on the other top stud! Now what can I do? Are the studs pressed in or threaded in ? The forks are on a 95 RMX.

95 goes way back. My memory is foggy, but I guess you have old bolt caps and not current style pinch bolts.
I think that they are double posted/threaded bolts, which means they thread into the fork. I can't see them being pressed in.
My suggestion would be to drill out the broken stud and remove with an extraction "Easy- Out" bit.
You might try spraying liquid wrench on them to help them free up. You might also have to apply some heat to loosen them up enough for them to come out.
