Smoke coming out of governer shaft

My 91 kdx has a little exhaust smoke coming out of the GS when I hit the throttle. It's not a lot, but doesn't seem normal. It's about time for a new top end, could that have anything to do with it?

Probably just the seal or o-ring on the governer shaft.
It is easy to replace when you do the top end.
