I have a 99 cr250 i just bought, the oil drain bolt is stuck. I started trying to loosen it, then i couldent get it loose so i got a breaker bar out just to get some more power on it. But i felt i was putting to much force on it and did not want to strip the threads. Any ideas on how to get it loose, heat maybe, penitrating lube?

I would try a penetrating oil. Then maybe a little heat from a propane torch around the bolt hole, but not on the bolt itself. Sometimes an impact gun will get it to let go, also.

Try all the things mentioned. Also try to tighten it a little, then try to remove it. Sometimes it relives the stress and whats holding it in with out the extra force.

oil drain plug

heat was my answer as well, even if it has a nylon washer (let it melt). My neighbor had a 79 rm 125 and he cranked on the plug. It busted the case. He got the plug off but it took the surrounding case with it. He then (got it apart in a vise I guess) cleaned it and jb welded it and it lasted fine after that.
