will a 120-80-19 size tire fit on a stock 2004 rm250 rim that comes stock with a 110-90-19 size tire? if so will it hook up better and have more traction?

sorry about this but change that 80 to a 90 and make it size 120-90-19

It will fit. Thats what I run on my 250 2t. Seems to help in the Florida sand to have a wider tire.

sweet! for future reference will any 19 inch tire fit? does the width even matter?

I think the only tire your going to find wider is the 130-80-19 Michelin, but that specific tire is the same size as a 110-90-19. A couple other companies make a 130-80-19 but have never seen them in person for comparison, just in the catalogs. I bet they would fit but I think you would have some handling issues with a tire that wide. It would probably hook up good though.
