My twelve-year old is starting to pound this bike enough that the tubes are spinning in the wheels. I figure to just drill the rim and install a rim-lock, but do you think I'll need to mess with balancing the wheels after I do this? Is that very critical?
Any help wouild be appreciated:)

Balancing dirtbike wheels is not traditionaly considered to be required.

Make sure that you drill in an open location where the spokes don't cross.

If you put your hole 180 from the valve stem you should be good to go.

Also make sure your rim lock fits correctly and engages in the rim/ tire carcass.

I wouldn't trust my dealer to know what I am doing when it comes to non-standard stuff.

Humm,

I just walked out to the garage and double checked. Mine is a small wheel also and has a lock on the rear wheel. What surprised me is that is is placed just inches away from the valve stem.

If you go to a dealer they should be able to sell you a OEM one right from the parts book.
