Sounds like a good budget. KTM EXC or Beta RRS are probably the best choices. The CRF450 dual sport is a great choice too but will need to have some mods to get the most out of it.

Considering your age KTM or Beta dual sports have the widest range of bikes to choose from.

If the WR250F dual sport was still made that would be an excellent choice but the CRF250 dual sport is still around and if you don't have a lot of riding experience that would be the best to start out on.
