Well for my bike and most yammi's it says you dont have to modify the powervalve until your cylinder is bored .40" over. But mine was bored .20'' over and the powervavle was hanging out into the cylinder. I ground down the powervalve until I could no longer see it in the cylinder. With the left hand side I used jbweld and extended the stop. I check it after every ride and it is holding up well. You will be safe revving the bike with the right and cover off and it should turn clockwise roughly a quarter turn. Just remember in neutral the bike sounds worse revving it up and youll have to pin it for a second to get up to full revs. The bike won't blow up but you'll need those high revs to see if your powervalve is working. Or you can ride it and it'll definately be noticable if its sticking in any way.
As for the vibration im not sure what could be causing that. Possibly a worn governer like you said?
