Yamaha PW 80 shifter won't budge

I bought this used yamaha pw 80 for my kids birthday. The guy said it needed carb work or cleaning. Any how we got it to run but cant get the shifter to budge. It moves slightly upwards but won't go down. I put some more oil in the bottom part where it says oil. Still no budge. If anyone could help me out I would appreciate it. I know nothing about motorcycles.

is it the clutch cable or the place where the cable connects to the engine?

it the pedal thing you push down or up with your foot to change gears.

Is it stuck in neutral? Have you tried to rock the bike back and forth when your trying to shift?

For the record this bike is a 3 speed with all three gears up. All the way down is neutral. I believe it holds 650CC if I remember right as I have to change the oil in my sons PW 80.

Though I suspect mechanical failure over a lack of oil.

Ive tried everything. I think it just might be mechanical failure as you said. I got a buddy looking at it for me. He said he as to split the case and blah blah. I hope he can fix it. Thanks guys.
