I was confused at this when i did it. they are underneath the forks. Not on top. when you click them...clockwise will make them stiffer. make sure both are at the same click. the standart I believe is 10 from fully clockwise. Id reccommend click them in increments of 3. It took about 5 fo rme to feel a noticable difference.
