A good first bike for a budget is any used bike that is:

1.affordable to you
2.not a basket case, unless you are very mechanically inclined
3.strikes you as a good value for the money
4.a brand that has the availability of a good local shop or dealer
5.not more bike than you can handle, such as a 130 lb beginner buying a KX 500
6. suited for the intended riding type you want to do, such as an MX bike for moto, or a woods bike for trails. Despite what people will tell you, an XR 200 does not do motocross well, and will either break or get you hurt.
7.did I say affordable to you?

Don't choose a bike by brand, choose it by value for the money. Any late '80s and up dirtbike can be an excellent machine that will give you a lot of enjoyment.

Not to mention, you if you find the right bike, you could race vintage classes.

A buddy of mine picked up an old early 80's cr125 for $500 and raced it all last summer in vintage and lower 125 classes and had a blast.

That's a good value as well.
