As off-road 2 strokes go, a KDX in stock form is VERY quiet.
Not sure how to explain how loud they are any other way... other than ride it in your back yard and not get shot by neighbors.

Stupid leaf-blowers are louder than a KDX! Like Okie said, a stock KDX is one of the quietest bikes around.

Super quiet bike stock. People laugh at it because the thing makes so little sound.

April 2005 Dirt Bike Magazine
"How Loud Are They?"

Random government test numbers
KDX200.............Stock.............85.0 dB
KDX220.............Stock.............84.5 dB
1/2 dB can easily be a difference in test equipment. Here's some more for comparison

XR100...............Stock..............86.0 dB
KLX110.............Stock..............86.0 dB
PW80...............Stock..............86.0 dB
TTR125.............Stock..............86.1 dB
TTR250.............Stock..............84.0 dB

CR125..............Stock..............94.0 dB
CRF450..........White Bros R4...101.0 dB
KX250...............Stock..............96.5 dB
KTM200EXC......Stock..............89.0 dB
YZ450F.............Stock..............97.1 dB

Remember 3dB is twice the acoustical energy, so the 89dB KTM 200 is twice as loud as the 86dB KDX. You aren't going to find a quieter bike. The dual layer pipe has a whole lot to do with it. When riding my bike it seems like most the sound comes off the expansion chamber of my FMF. It's still quieter than most bikes out there, even with a pipe and silencer.

A stock KDX is an extremly quiet bike. At the shop I used to work at we had a TTR125, I would have to say that the 4 stroke thump was a bit louder than my KDX was when all stock. Doesn't you bike have a pipe and silencer anyway?

The kdx is quiet, I had 2, 200 and 220 and with stock pipe it is quite enough that you could hardly hear the person riding up to you on the trail unless they where in fairly short distance, that pipe stock does
block a lot of the power. FMF has nice pipes for this bike. Night and day difference when replacing one for the other. If noise is there main concern the kdx is the best choice if this is mum's biggest concern.
Then later you can get the fmf pipe on it and let them get used to it...lol. Just tell them that the kdx will not be a bad decision and will not be loud like the classic mx dirtbike, it is a trailbike, tell mum that.
Good Luck, I know this is probably killing you in some way. It would be me if I had to have mum decide.
