replacing front brake piston dust/oil seals

my problem, 2002 yz250f, the lower piston wont extend when i remove the caliper and pump it out using the lever. i also have very limited stopping power. ive back bled the brakes and tried bleeding them quiet a few times so i figured the piston is my problem.
so i figured i should try to disassemble and clean the caliper. the service manual says i should replace oil and dust seals. i live in a small town and getting my hands on parts is a pain in the butt. can i get away with cleaning these and not replacing them?
when i drain the system with the pistons slide out with a little tugging? thanks

you might be able to clean everything and re-use if you are careful. why not order the parts online? as far as getting the piston out, drain and remove the caliper and blast them out with compressed air - puta piece of thin wood between the body first and point it away from you. it will come out with a good deal of force
