bike is fouling plug with oil ,wont start or if it does it take 15 to 20 kicks,poor power if any in 1st gear?

Rings and a hone will run you around $40 for that bike. It may or may not need head and valve work. That can cost upwards of $150-200 if it needs extensive work.
